THE PRINCIPLE OF CONTINUITY AS A GUARANTEE OF EFFECTIVE INFORMATION EXCHANGE BETWEEN POLICE OFFICERS AND THE COMMUNITY

The article is devoted to the study of the principle of continuity as a key factor in effective information exchange between police officers and the community. It was determined that maintaining continuity in interaction with citizens contributes to increasing trust in the police, reducing social tension and improving security. In order to find useful foreign experience that should be adapted into the concept of the National Police of Ukraine, the “Community Connect” protocol, which is used by the Manchester County Police (England) to maintain contacts, knowledge and strategic relations with the public during personnel rotation, was analyzed.The article also outlines the barriers that prevent citizens from being open to cooperation with law enforcement officers.In particular, based on research by the Organization for Security and Cooperation in Europe, it was determined that the lack of consistent interaction between the police and the population can lead to the loss of important knowledge and increased distrust.It is concluded that the implementation of a strategy of continuity of communication, in particular the use of formalized protocols for the transfer of information, is an effective tool for strengthening cooperation between the police and the community. The implementation of this approach requires strategic thinking, support from management and coordination of resources. The introduction of such mechanisms into the work of the National Police of Ukraine will ensure the sustainability of relations, minimize the loss of local knowledge and increase the effectiveness of law enforcement activities.
