AVIATION PROFILING AND INTERVIEWING ARE INTEGRAL COMPONENTS OF THE API/PNR SYSTEM

The growth of terrorist threats at the state border and the commission of other serious crimes forces us to look for new ways to counter such challenges. One of the modern and at the same time effective mechanisms for countering these threats is the API/PNR system. In addition, we emphasize that one of the directions for improving this system is its combination with the profiling method, which provides an opportunity to effectively exchange information about cross-border and transnational criminal groups, as well as individuals involved in illegal activities. This article describes the justification for the feasibility of comprehensive use of aviation profiling at checkpoints for air traffic, as well as the definition of interviews as the main element. In general, profiling is an analysis tool that allows you to identify individuals from the risk category, relying mainly on their verbal and non-verbal signals. Thus, according to its functional capabilities, the API/PNR system receives and summarizes significant amounts of personal data of persons (name, surname, nationality, route, payment methods, etc.) who are passengers of aircraft, which makes it possible to carry out a preliminary analysis of such persons. So, as a result of combining these two approaches, we have the following at the output: the API/PNR system conducts an initial analysis of passenger data, while profiling and interviewing allow for an in-depth check of the person. In addition, we note that we have proposed a methodology that will allow for high-quality interviewing at the border, as well as certain principles that the interviewer must adhere to during a conversation with the interlocutor. As a result, we must emphasize that the combination of the aviation profiling methodology with the use of its interviewing element will only complement the API/PNR system and provide more opportunities for all interested law enforcement agencies to obtain significant information in the interests of ensuring national border and aviation security. We emphasize that in Ukraine, the methodology for using aviation profiling is at an early stage. This is primarily due to the war and the non-functioning of airports, which is why we must be as prepared as possible for their opening and the continuation of its implementation.
