STATE AND PREVENTION OF STREET CRIME BY THE NATIONAL POLICE OF UKRAINE UNDER MARTIAL LAW IN UKRAINE

Abstract

The article examines the state and prevention of street crime by the National Police of Ukraine in the current conditions of martial law in Ukraine, taking into account that the National Police of Ukraine, in accordance with the Law of Ukraine “On the National Police”, is responsible for ensuring public safety and order, namely Article 23, which provides for: carrying out preventive and prophylactic activities aimed at preventing the commission of offenses; identifying the causes and conditions that contribute to the commission of criminal and administrative offenses, taking measures within their competence to eliminate them; taking measures to detect criminal and administrative offenses; stopping detected criminal and administrative offenses; taking measures aimed at eliminating threats to the life and health of individuals and public safety arising from the commission of criminal and administrative offenses. Distinguished scholars who have studied and researched crime in general and street crime in particular in the country, such as V.S. Babiychuk, in his article “Moral and Psychological Characteristics of a Violent Street Criminal”, analyze the psychological and social characteristics of a person who commits violent street crimes in Ukraine. Statistical data on street crime in Ukraine for the first nine months of the year are provided, with a breakdown of the most common criminal offenses committed in public places, including intentional murder, robbery, theft, intentional grievous bodily harm, assault, and hooliganism. Specific joint operational and preventive measures have been identified by the National Police of Ukraine, aimed at addressing urgent issues of combating crime and ensuring public safety and order in Ukraine, which consists of proper coverage of the specified areas and zones of operational response, including inter-quarterly patrols and rounds of the territory.
