GENESIS AND EVOLUTION OF THE EUROPEAN UNION AGENCY FOR LAW ENFORCEMENT COOPERATION (EUROPOL)

The scientific publication is dedicated to the study of the historical aspects of the formation and development of the European Union Agency for Law Enforcement Cooperation (Europol). The article attempts to theoretically understand the phenomenon of the European police agency through the prism of European integration. It is noted that the idea of c reating a platform for cooperation between police authorities of European states to prevent cross-border threats and internal se- curity risks within the European Union appeared on the agenda of European integration in the mid–1970s, but only in the Maastricht Treaty on the Establishment of the European Union in 1992 that the intention to establish a European police service was confirmed to improve cooperation between EU member states in the fight against drug trafficking, terrorism and other serious forms of international organized crime.It has been determined that the success of the implementation of the strategic course of the Ukrainian state towards membership in the European Union depends not least on the establishment of effective cooperation with the member states of the European Union and its bodies in the field of law enforcement and justice.It is emphasized that cooperation between law enforcement agencies of Ukraine and Europol requires improving exis- ting and introducing new forms of interaction, joint fight against dangerous cross-border crimes, which is a guarantee of strengthening both international and domestic law and order.The conclusion is made that the European Union has managed to form its own institutional mechanism for maintaining European law and order. It is emphasized that only the implementation of successful reforms aimed at improving the work of the European police agency allowed the construction of a law enforcement institution with its own legal personality, endowed with legal and partially institutional autonomy within the framework of the European integration entity.
