IMPROVEMENT OF QUALIFICATIONS OF PILOTS OF UNMANNED AVIATION SYSTEMS IN THE CONTEXT OF INTERNATIONAL LEGAL REGULATION

Abstract

The article analyzes international legal acts and scientific literature in the field of training pilots of unmanned aircraft systems. Proposals are made to improve the national administrative and legal mechanism for training pilots of unmanned aircraft systems. It is stated that global trends in the development of aviation and security technologies demonstrate a constant expansion of the scope of application of unmanned aerial vehicles. The rapid modernization of the regulatory and legal regulation of the mechanism for training pilots of unmanned aircraft systems, the improvement of the training system for operators and technical personnel, as well as the dynamic growth of the industrial sector focused on the development, production and integration of unmanned aircraft systems are emphasized. Legislative initiatives of leading countries in Europe, North America and Asia are analyzed and a stable trend towards the formation of a holistic, multi-faceted approach to regulating the use of UAVs, covering both technical and organizational and legal aspects, is revealed. It was found that in most of the studied countries, legal regulation is implemented on the basis of a unified model, according to which the main provisions on the operation of unmanned aerial vehicles are integrated into the basic regulatory legal acts in the field of aviation, in particular, into the laws on airspace, civil aviation rules, certification procedures and registration of aircraft.The focus is on the formation of standards for professional training of UAV operators, which is recognized as one of the key factors in flight safety and the effectiveness of the use of unmanned systems. The fragmentation and lack of systematization of the current regulatory support for the training of UAV operators in Ukraine, the lack of standard training programs for civil operators, the lack of regulation of certification issues, quality control of educational services and recognition of UAV pilot qualifications are emphasized.
