Abstract

The article analyzes integrity in the axiological structure of a police officer of the National Police of Ukraine. Integrity is defined as a positive moral quality determined by the consciousness and will of a person, which is a stable characteristic of the way of life and actions, the readiness and ability to consciously orientate one’s actions on the principles of justice, personal responsibility for making a decision and carrying out an action, the ability to preserve personal dignity and not violate dignity of others; integrity, consistency of personality qualities, compatibility of values, competencies, motivations. This is an active civil position that encourages high moral actions and deeds, conditions the manifestation of honesty, principledness, incorruptibility, conscientious attitude to the performance of official duties, active public control, critical attitude to manifestations of corruption. The point of view is expressed that integrity should cover both personal and social spheres of life, be a norm in society. The need to develop a policy of integrity is outlined, which should be carried out in the following directions: reflection – assessment of the level of one’s own consciousness and culture, assessment of ethical norms of the environment, code of honor, anti-corruption policy. The training center «Education of Integrity» of the Donetsk State University of Internal Affairs is characterized as a supporting scientific and educational and methodological institution of the Ministry of Internal Affairs system for the implementation of integrity, which carries out educational, project, international activities with the aim of developing and promoting a virtuous worldview among police officer of territorial bodies, institutions belonging to the sphere of management of the Ministry of Internal Affairs of Ukraine, reducing corruption risks in the work of defense and security institutions. The center focuses on the principles of the rule of law, legality, objectivity and impartiality, forms a culture and a favorable environment for the purpose of understanding the importance of ethical principles within the limits of professional activity by employees of the Ministry of Internal Affairs. The basic cases offered by the center are considered, namely: philosophical and legal justification of the policy of integrity compliance; the place and meaning of integrity in the axiological structure of representatives of the MIA system; national and international approaches to education of integrity in the security and defense sector; anti-corruption education, formation of civil position and anti-corruption outlook; the role of the manager in building integrity in the team. The connection of general and professional qualities and values, the priority of an ethical position, integrity in the work of a police officer is emphasized.
