TRAINING OF POLICE OFFICERS: FOREIGN EXPERIENCE

Abstract

This article examines the general issues of management training on the examples of foreign countries. The stages of formation of the leading staff of the police of such countries as Japan, Canada, Germany are considered. The conclusion on the possibility of using the experience of professional training of managerial staff of foreign countries in improving the proper provision of professional training of management staff of the police of Ukraine. Under the influence of various factors (historical, social, political) in different countries of the world, their own systems of training police training have emerged. They can be very similar and can be significantly different. It is undeniable that the professional training of police officers is determined by the needs of the state in building the law enforcement system, the development of the country itself and its legislation, as well as by many other factors. But in order to solve problems aimed at forming a rule of law, it is necessary not only to deepen your domestic experience in the preparation of police personnel, but also to study in detail foreign theory and practice. Personnel management is a number of directions, stages and forms of personnel work. Therefore, it is the management composition that is the determining element of the entire police structure of any country, which eventually depends on the effectiveness of the functioning of all units, every police officer and, as a consequence, the success of the law enforcement system itself. In each country, an indicator of effective police activities is to modernize not only police but also police personnel. International practice sees appropriate professionally to prepare police officers. In our opinion, the latest and at the same time priority activity is the staffing of police personnel (staff), which have the necessary business, moral and professional qualities, ensuring the stability of their official relations and the optimal balance of their number. The achievement of the ultimate goal of police activity depends first and foremost on how the managers exercise their powers, how timely and impartially they fulfill their duties.
